Are perks class-shared?
Meaning when i buy them with a Pathfinder, can i use them on a Jugger?

The offensive part of the mechanic perk isn't quite useless. It does disable turrets while you "disrepair" them, and the amount of time it takes to destroy a turret will not scale with upgrades, just like repairing your own turrets. This means that repair guns with mechanic actually are one of the fastest ways to down a fully upgraded base turret.
This may not be the best reason to get it, but it's an advantage that can become very important if the team is slow to respond or does not have a good view of their own turret, such as on katabatic and rain dance.
